Government loan schemes are made by banks and other lenders, not by the government directly. The scheme sets the terms; the lender decides whether to lend. Being eligible is necessary but not sufficient.

Collateral-free does not mean guarantee-free or unconditional: lenders still assess the proposal, and a weak business plan is refused under these schemes as under any other. No legitimate scheme uses agents or charges a fee to apply.
