Pre-Matric Scholarships Scheme for Scheduled Castes and Others (Pre-Matric SC)

This is a school scholarship run by the Government of India for Scheduled Caste children and for children of families in some of the hardest and most dangerous kinds of work. The idea is simple: many children leave school around Class IX and X because the family cannot manage the cost. This scheme puts money into the family's hands so the child can carry on.

The scheme has two parts. Component 1 is for Scheduled Caste students studying full time in Class IX and Class X, where the parent's or guardian's income is not more than Rs 2,50,000 per year. Component 2 is for children of manual scavengers, tanners, waste pickers and people engaged in hazardous cleaning work, studying full time anywhere from Class I to Class X. Under Component 2 there is no family income limit at all, but you need a certificate from the District Social Welfare Officer.

What you get is paid once a year into the student's or parent's bank account. On the Department of Social Justice and Empowerment's own scheme page, the rates in force from 2022-23 are Rs 3,500 a year for a Component 1 day scholar, Rs 7,000 a year for a Component 2 day scholar, and Rs 8,000 a year for a Component 2 hosteller in Classes III to X. Older scheme guidelines on the National Scholarship Portal describe the money differently, as a monthly stipend for ten months plus a books and ad-hoc grant, so the exact amount your state pays can differ.

A point that is often misunderstood: this is a Centrally Sponsored Scheme, which means the money comes largely from the Centre but the actual work of inviting applications, checking them and paying is done by your State Government or Union Territory administration. So the opening date and the paperwork can vary from state to state.

You apply online on the National Scholarship Portal. The scheme page says applications are invited in the month of April every year, though the scheme guidelines document mentions a closing date of 30 November, so check the portal for the date that applies to your state this year.

₹3,500 – ₹8,000 per year

The Department of Social Justice and Empowerment's scheme page states the rates effective 2022-23 as Rs 3,500 per year for Component 1 day scholars, Rs 7,000 per year for Component 2 day scholars, and Rs 8,000 per year for Component 2 hostellers in Classes III to X. The older National Scholarship Portal guidelines instead state a monthly stipend of Rs 225 for day scholars and Rs 525 for hostellers for ten months, plus an annual books and ad-hoc grant of Rs 750 for day scholars and Rs 1,000 for hostellers. Students with disabilities studying in private unaided schools are additionally allowed monthly allowances of Rs 160 to Rs 240 for a reader, transport, escort, helper or coaching.

• Component 1: the student must belong to a Scheduled Caste and be studying in Class IX or Class X on a full-time basis.
• Component 1 income ceiling: parent's or guardian's income must not exceed "Rs. 2,50,000/- (Rupees two lakh fifty thousand only) per annum".
• Component 2: for children of manual scavengers, tanners, waste pickers and people engaged in hazardous cleaning work, studying full time in Classes I to X. There is no family income ceiling under this component.
• Component 2 requires a certificate from the District Social Welfare Officer.
• The student must be a regular, full-time student of a government school or a school recognised by a government body.
• The student must not be receiving any other centrally funded pre-matric scholarship.
• The student must have an Aadhaar number or be enrolled for one.
• Only one year of scholarship is allowed per class; it is renewed on being promoted to the next class.
