Housing assistance is split cleanly between rural and urban, and the two have different rules, different ministries and different application routes. Choosing the wrong one wastes weeks.
Both share one hard condition: neither you nor anyone in your family may already own a permanent (pucca) house anywhere in India. Both also usually require the new house to be in a woman's name, alone or jointly. In rural areas beneficiaries are picked from a government survey rather than by walk-in application, so being within the criteria does not by itself put you on the list.
