PMKVY 4.0 is the Government's main free skill training programme, run by the Ministry of Skill Development and Entrepreneurship. The aim is to give young people a practical, job-ready skill and a certificate that employers recognise, at no cost to the trainee.

There are three ways to take part. Short-Term Training is a course of 300 to 600 hours aligned to the National Skills Qualifications Framework, with on-the-job training built in. Recognition of Prior Learning is for people who already know a trade from working at it but have no certificate; here the classroom part is a minimum of 30 hours and a maximum of 132 hours, and you end up with a formal certificate for skills you already had. Special Projects are targeted at marginalised groups and at difficult areas.

For Short-Term Training and Special Projects the age range is 15 to 45 years. For Recognition of Prior Learning it is 18 to 59 years. You must be an Indian national with a valid Aadhaar and meet the specific requirements of the job role you pick. The scheme gives special focus to SC and ST candidates, women, persons with disability, and people living in aspirational, border, tribal and Left-Wing Extremism affected districts.

The training is free. On top of that, every candidate gets an induction kit with a T-shirt for men or a jacket for women plus a bag. Boarding and lodging is provided for women and persons with disability, and may also be extended for training in aspirational, border, tribal-dominated and LWE-affected districts. Conveyance is allowed for special groups where the training is non-residential. Every certified candidate gets one year of accidental insurance. You also get one free re-assessment if you do not pass the first time; the pass mark is 70 percent.

An important point that trips people up: placement is not guaranteed. The guidelines describe a "delinking of placement from skilling". What you do get is one year of tracking after certification, and access to Rojgar Melas and Apprenticeship Melas and to job and apprenticeship listings through the Skill India Digital platform. You register on Skill India Digital or its mobile app, and daily attendance is taken through an Aadhaar-enabled biometric system.

Register on the Skill India Digital platform or its mobile app, choose a job role and a training centre, and enrol. Attendance during training is recorded through the Aadhaar Enabled Biometric Attendance System. At the end you are assessed by an NCVET-approved Awarding Body or Assessment Agency and, if you pass, you receive a graded certificate; you are then tracked for one year and given access to job and apprenticeship opportunities through Skill India Digital.
