Scheme of Assistance to Persons with Disabilities for Purchase / Fitting of Aids and Appliances (ADIP)

हे काय आहे?

The ADIP Scheme has been running since 1981 under the Department of Empowerment of Persons with Disabilities. Its purpose is to help persons with disabilities get durable, modern, scientifically manufactured aids and assistive devices so that they can live and work more independently, and so that further disability is prevented from setting in.

Under the scheme, grants are released to implementing agencies such as ALIMCO, National Institutes, Composite Regional Centres, District Disability Rehabilitation Centres, state disability corporations and NGOs, which then buy and distribute the devices. The scheme also covers corrective surgery where that is needed before a device can be fitted. Every device supplied must carry proper certification.

How much is paid depends on income. Where total income is up to Rs 22,500 per month, the full cost of the aid or appliance is covered. Where total income is between Rs 22,501 and Rs 30,000 per month, half the cost of the aid or appliance is covered. Above Rs 30,000 per month the published condition is not met.

The scheme also funds cochlear implants for children with hearing impairment. The ceiling borne by the Government is Rs 7.00 lakh per unit for children with pre-lingual hearing loss aged between 1 and 5 years, and Rs 6.00 lakh for children with acquired or post-lingual hearing loss aged between 5 and 18 years. This covers the implant, surgery, therapy, mapping, travel and pre-implant assessment.

A condition people often miss: the same person is not to receive assistance for the same purpose more than once in three years. For children below 18 years the gap is one year for customised items such as orthosis, prosthesis and learning material, while motorised tricycles, motorised wheelchairs and smart phones are once in five years.

Where total income is up to Rs 22,500 per month, the full cost of the aid or appliance is borne. Where total income is between Rs 22,501 and Rs 30,000 per month, 50 per cent of the cost is borne. For cochlear implants, the Government bears up to Rs 7.00 lakh per unit for children with pre-lingual hearing loss aged 1 to 5 years and up to Rs 6.00 lakh for children with post-lingual hearing loss aged 5 to 18 years, covering implant, surgery, therapy, mapping, travel and pre-implant assessment. Boarding and lodging of Rs 100 per day for the beneficiary and one escort is admissible in specified surgery and fitment cases where total income is up to Rs 22,500 per month.

• An Indian citizen of any age.
• Holding a UDID card issued by the Ministry, or a UDID enrolment number along with a disability certificate showing at least 40 per cent disability.
• Aadhaar number, or Aadhaar enrolment ID along with other documents specified by the Department under section 7 of the Aadhaar Act, 2016.
• Monthly income of the individual from all sources not exceeding Rs 30,000 per month; for dependents, the income of parents or guardians not exceeding Rs 30,000 per month.
• Not having received assistance during the last 3 years for the same purpose from any source. For children below 18 years the minimum interval is one year for customised items such as orthosis, prosthesis and learning material, except motorised tricycles, motorised wheelchairs and smart phones which are once in five years.
• Income proof may be an income certificate from revenue agencies, a BPL card, an MGNREGA card, a disability pension card, or a certificate from an MP, MLA, councillor or Gram Pradhan; failing these, self-certification or a notarised affidavit through the implementing agency may be accepted.
• The scheme provides that at least 25 per cent of overall beneficiaries should be girl children or women, with reservation for SC, ST and OBC beneficiaries as per government norms.

अर्ज कसा करावा

An individual can apply for an assistive device through the ARJUN / ADIP portal run by the Department. Devices are also assessed and distributed at camps and centres run by implementing agencies such as ALIMCO, National Institutes, Composite Regional Centres and District Disability Rehabilitation Centres, so approaching the nearest such centre is the offline route. Assessment by a rehabilitation professional decides which device is prescribed, and corrective surgery is arranged first where it is needed.
